Programs for Individuals with Disabilities

The Special Programs Division provides therapeutic recreation programs and services for county residents with disabilities. This refers to individuals whose disability affects one or more major life activities and includes, but is not limited to, individuals who are enrolled in special education centers, resource classes, diagnostic centers, and vocational programs. The Department of Parks & Recreation also offers Inclusion Services for people with disabilities. These services are provided to enable people with disabilities the opportunity to participate in any program or event that is offered by M-NCPPC. Help us, help you!
After registering for a Department Program, please complete the Disability Accommodation Form and send it via mail or email to the appropriate office. For inclusion services, first determine which area of the County the program is located (north, central or south) and return as follows:

Therapeutic Recreation Programs

Therapeutic Recreation Programs for individuals with disabilities are now listed in SMARTlink! In addition to these programs, membership programs are also available. These include the Teen Scene Social Clubs and Adult Social Clubs. Call the Special Programs Division office for details and membership information. Programs available to Prince George's County residents only

Weekend Activity Information:
Call 301-454-1480 after 5 pm every Friday for an update about weekend activities.

Registration forms and fees are due at least two weeks prior to the start of the program and are accepted on a first-come, first-served basis. Participants are encouraged to register early to avoid being closed out of programs. All programs are subject to cancellation for insufficient registration. For additional information concerning financial aid qualifications and application, call the Special Programs Division office.

Inclusion Services

The Department of Parks and Recreation encourages and supports the participation of individuals with disabilities in all programs and services. To facilitate opportunities for people with and without disabilities to engage in leisure pursuits together, the Department of Parks and Recreation provides inclusion support services. These services include, but are not limited to, the provision of support staff, sign language interpreters, assistive listening devices, and adapted equipment. To ensure the requested accommodation, please notify the specific facility where the program is provided at least two weeks in advance for accommodations (i.e. support staff). What is inclusion?
Inclusion within the Prince George's County Department of Parks and Recreation means that individuals with disabilities are welcome to participate in the same recreation programs and activities as their non-disabled peers. Reasonable accommodations are provided to enable an individual's successful participation in a program. Some minimum eligibility requirements (age, level of participation) must be met in order to participate.

What are some examples of reasonable accommodations available to promote successful participation in a program?

  • Ongoing training provided for inclusion support staff.
  • An enhanced staff/participant ratio (two weeks advance notice).
  • Sign interpretation for the deaf and hard of hearing.
  • Adaptive activity equipment and/or supplies.

  • Accessible transportation is provided with two weeks advance notice when transportation is provided as part of an activity or program.
  • Assistance in the provision of health services, which do not require medical training.

What are the minimum requirements for successful inclusion?
The same minimum requirements which apply to a person without a disability also apply to a person with a disability. These include:
  • Meeting the age and registration requirements of the program.
  • Following the rules of conduct (with or without reasonable accommodation).
  • Voluntary participation: recreation programs and activities are voluntary in nature. Participation will be encouraged and aided, but not forced.
  • Level of participation: with or without reasonable accommodations, the participant will engage in scheduled activities for the majority of the program time.
  • Ability to use a consistent form of communication to indicate basic needs and follow simple directions.
  • Ability to tolerate and function, with assistance, as a member of a larger social group (12 or more people).

What services are not part of an inclusive program?
Inclusion services do not include the following:
  • Provision of a separate area or alternate activities for a significant portion (more than 25%) of the scheduled program.
  • Exception to minimum compliance with the program's rules and regulations, with or without accommodations, established for the safety of all program participants and staff.
  • Hiring, selection, or guaranteed assignment of a specific staff member.
  • Individualized therapy within a program.
  • Provision and/or purchase of personal custom devices.
However, inclusion support staff may be provided to enhance the existing recreation program by providing adaptations, behavioral interventions, and some personal assistance which program leaders are unable to offer.

Is an inclusive recreation program the right choice and/or experience for me?
Observe the program first-hand and ask yourself these questions...
  • If school-aged, does your child's current classroom activities or goals prepare him/her for an inclusive recreation experience?
  • Has the individual shown an interest in the program activity or subject matter?
  • Is he/she comfortable and able to function appropriately, with or without assistance, in inclusive environments (malls, restaurants, parks, etc.)

What other choices are available for individuals with disabilities?
The Department of Parks and Recreation in Prince George's County also offers alternative choices through specialized recreation activities for individuals with disabilities. Today, many of the Commission's patrons have a wide range of abilities and special needs. Some patrons prefer to participate in separate specialized programs designed specifically for participants with disabilities. For specialized program inquiries, please call the Special Programs Division at 301-454-1480(voice) or 301-454-1493(TTY). Program spaces are limited and available on a first come, first serve basis.
