Functional Master Plan For Parks, Recreation & Open Space 2040
Functional master plans are countywide in scope and are generally prepared at the request of the County Council sitting as District Council. Functional plans amend the General Plan where appropriate. They have been prepared for highways, historic sites, parks and recreation, trails, schools, and public safety.
This plan repeals and replaces the previous functional master plan adopted in January 1982. This plan is the culmination of work that commenced in 2008 with a Needs Assessment project called Parks and Recreation: 2010 and Beyond.
Formula
The Formula 2040 plan is based upon the concept that Parks plus Recreation equals Experience. The formula is a recognition that parks, recreation, and leisure programming is a major component of the Department’s mission. This Plan establishes a framework that will assure the department can meet future parks and recreation programmatic and facility needs. Therefore, our mission is to determine the combination of land, facilities and programs that will provide the right experiences for Prince Georgians in the future.
Plan Overview
Formula 2040 contains:

- A profile of where Prince George’s County and its parks, recreation and open space system are today

- A description of demographic, recreation and leisure trends that will influence the future direction of parks and recreation in Prince George’s County

- A strategic framework consisting of a vision, goals, objectives and policies to guide decision-making by county officials, boards and staff

- Specific strategies and action steps that will be taken to implement the plan
Community Engagement
Formula 2040 is built on a substantive foundation of community engagement and participation using a variety of methods, including surveys, public meetings and open houses, special interest focus groups, a staff outreach corps, and a speakers bureau.
Participate by voicing your opinion this year as recommendations for land acquisition, recreation and leisure programs and park facilities are proposed and ultimately approved by the Prince George’s County Planning Board and County Council. Your input and participation are essential to shape the future of parks and recreation in Prince George’s County.
Plan Adoption
Formula 2040: Functional Master Plan for Parks, Recreation and Open Space was adopted by the Prince George’s Planning Board by Resolution PGCPB Number 13-65 on June 25, 2013 and approved by the Prince George’s County Council sitting as the District Council by Resolution CR-63-2013 on July 2, 2013. It was certified and adopted by The Maryland-National Capital Park and Planning Commission by Resolution M-NCPPC No. 13-23 on September 18, 2013.
